should I bulk or cut?

Newbie
hey guys. current stats 5 foot 5 and 167lbs. Bodyfat probably 20-225. My original stack plan was ostarine, ostazol and test enan 200mgs like TRT style.
My goal is to get down to 15% bodyfat but with muscle and I dont have a lot of muscle.
Shouldnt I bulk first?
 
You should cut first then bulk. Bulking is not a good idea with high bodyfat due to the estrogen increase.
